age of motorcycle passenger

Is there an age limit for being a motorcycle passenger?

Without getting philosophical or stating that children don't belong on
motorcycles, like other activities that have age guidelines, does anyone
know of *published* material on how young a person *can be* to be a
motorcycle passenger?

Great question Danny!
I took the Motorcycle Safety Foundation's Motorcycle Rider Training Course
this past summer. The gave me a copy of the statutes for my state. No law
was listed about passenger age.

Shortly afterward a motorcycle pulled up next to me with a child on the back
who was not large enough to reach the foot pegs, and whose arms were not
long enough to reach around the driver's waist. She was wearing a helmet,
and the was no sissy bar on the bike. The only thing holding her on was
static cling! Such complete disregard for her safety astounds me even now.

It would seem sensible to require that passengers are physically able to
reach the foot pegs and encircle the driver's waist with their arms.
